A bill, seeking to replace the National Sports University ordinance 2018 promulgated by the president was taken for discussion in Lok Sabha. The bill aimed at establishing a National Sports University in Manipur. The ordinance was promulgated by the president on 31st May 2018. The university will promote sports education across the nation. However, the bill was criticised by the opposition on the ground that it will lose its autonomy. In favor of the bill, the sports minister Rajyavardhan Singh Rathore said that ‘the bill seeks to establish the university in Manipur at a cost of Rs 524 crore to promote sports coaching and research.’ The statement of object and purpose of the bill reads as, ‘Apart from academic programmes and research, the university and its Outlying Campuses' will also impart training to elite athletes, sports officials, referees, and umpires and evolve as centres of excellence in the various discipline of sports.’ Further, the law on this will empower the university to establish “outlying campuses” in the entire nation. The government has signed an agreement with two American Universities namely, University of Canberra and Victoria University which will provide research facilities, laboratories, and development of curriculum and many more. With these facilities, the University will become a world-class institution. But opposition has questioned the need for bringing an ordinance on the same. One of the members said that 'university has to be autonomous in character but the provisions of the bill defy this.’ However, the bill was passed by a voice vote.
