The Minister of State for Housing, Ravindra Waikar has complained to Maharashtra CM Devendra Fadnavis that MHADA was trying to hand the Patra Chawl redevelopment, back to the same developer accused of messing up the project. Govt had instructed MHADA earlier, to take over Patra Chawl’s redevelopment.
However, Waikar has claimed that the MHADA had filed affidavit in the HC that it had no objection if the developer already involved in the project continues to do so long as he mortgages some of his properties with MHADA. The project work has been stopped since 2015. It is to be noted that it has been 8 years since 672 residents of Patra Chawl, spread over 47 acres in Goregoan West, however no redevelopment has been done, even though the deadline for the project was three years. The developer, Guruashish Constructions, part of HDIL Group allegedly sold the land to seven other developers who constructed residential towers on the same spot.
After a govt probe it was found that that the developer had indeed sold the land based on a no-objection letter from a top MHADA official in July 2011, the housing authorities took possession of the said land only in 2018 through termination of agreement. The seven developers then moved to HC, which in turn restrained MHADA from taking coercive action against them, but still allowed it to take possession of the rehabilitation components. Waiker in his letter says that despite CM’s and the govt’s indication that the MHADA has to take possession of the whole land or it could lose out on the sale component, yet the MHADA has failed to comply with these indications and done quite the opposite
