The party’s Prime Minister candidate Rahul Gandhi proposed that if their party comes to power the party will implement this scheme of Nyuntam Aay Yojana (NYAY) were families below income of Rs. 12,000 per month will receive the difference amount, not more that Rs. 6000 directly in their bank accounts to provide income support.

The day the scheme was launched, he in a series of tweets on Twitter said: "Congress party promised Garibi Hatao in 1971, OROP in 2008, Food Security in 2013 to win elections, but couldn't fulfill any of those. The same unfortunate fate awaits the populist and opportunistic promise of Minimum Income Guarantee (sic)," In another tweet, he said: "The cost of the Minimum Income Guarantee scheme at 2% of GDP and 13% of the budget will ensure that real needs of people remain unsatisfied." Based on the tweets and a series of negative comments made by him to various media officials has let the Election Commission to take cognizance on the comments and hence issued a notice to him. Taking a note of the matter, the Election Commission might also seek explanation from Mr. Rajiv Kumar for the same.
