This month, a serious scandal was revealed in Muzzafar Nagar district of Bihar wherein people, who are in charge of a child care institution, were found exploiting the very same children which they were supposed to protect. The case is not just about dereliction of duty on the part of these incharges, by not performing the task of taking care of this children, but the fact that these people were involved in violating the very rights of those children which were meant to be protected. After this scandal was exposed and much outcry in National Media, it was decided that the case will be probed by Central Bureau of Investigation (CBI).
Yesterday, the government has come up with a proposal that all child care institutions will have, only female staff. This proposal is good but has severe limitations and does not address one of the concerns which surfaced up during this very scam. The girls were taken out in the night by female staffers and were used as sexual predators and in exchange, these women were able to make money. Clearly, this order does not address the full issue. Even though, it might be useful as far as the absence of the men from the institution will ensure that no staff exploitation on part of men will take place.
The other problem is the order talks only about childcare institutes. What about other institutions where children stay and are not mature enough to differentiate between what is good or bad, what is exploitation. For example, girls pursuing their schooling in day boarding form, in Navodya Vidhayalaya, sponsored by Central Government, might be exploited by their male teachers in the night, particularly, when the same teachers act as warden. If the government has left with some insanity they should act with urgency and take expediently measured to address this issue at priority.
