At a time when a majority of the Indian states have been declared Open Defecation Free (ODF) after ensuring 100% toilet coverage, a few states like Goa and Odisha are still struggling to adopt the Swachh Bharat agenda of 100% toilet in all states.
The latest govt data available as on January 4, 2019, showed that, while Odisha is the second worst performing state in India after Goa, with only 78% toilet coverage, other states have already shown about 99% of coverage. Main reason for the poor toilet coverage can attributed to the worst sanitation coverage at 11.72% before the launch of Swacch Bharat on October 2, 2014.
Bantaligram village, for example has only 18% of toilet coverage and with very less finance available, construction of toilets become impossible. The panchayat which holds 1,293 has only 234 toilets constructed. One of the reasons for delay in construction seems to be due the political tussle between the state and the centre. 65 km away from Bubaneshwar, Babapokharia village also has needs construction of 641 toilets out of 779 households. The reason behind the delay, again seems to be ‘favouritism’, according the residents. Another reason which can be attributed for the delay in construction, is the lack of volunteers on ground as per swacch bharat norms.
