Himachal Pradesh wants to raise the state quota for compulsory employment for locals to 80%. Chief Minister Jai Ram Thakur wants to impose the mandatory clause on the industry to employ a minimum 80 percent of localities of  Himachal Pradesh. He said that the mandatory clause is a big necessity. He is thinking of taking up this critical issue at upcoming global investors’ meet which is going to be held on 11 and 12 June in the city of Dharamshala. Currently, they have implemented a policy of 70% mandatory jobs for locals. It would be insufficient if they only look at the burgeoning figures of unemployed youths in the state.

However, there is a slowdown in the manufacturing sector, layoffs, and shrinking job market. Eight of the industrial units were closed down in Baddi-Brotiwala and Nalagarh (BBN) industrial belt where 1,760 persons also lost their jobs a few months back. Therefore, Arun Rawat, former chairman of Confederation of Indian Industry (CII) in Himachal has said that the new condition is a rather regressive step towards employment resulting in exploitation and aggression against the industry. He also alleged that the step is against the spirit of federalism, the right to establish a business, denial of equal opportunities and the right to hire manpower. It’s bound to breed inefficiencies and increase unionism.

Although, this step is likely to help the BJP government in Himachal Pradesh gain a major political edge, as the Congress has failed to grant unemployment allowance to the youths when it had power. It is also important for people of the state where most families when there are eligible employable persons are looking for jobs in the government sector alone or patronage.
