What's the first thought that comes to your mind when you hear about civil services, that these jobs are most lavish and easy going? These jobs are easy going because it takes a lot to reach that level and not everyone can manage to do that. These services have both pros and cons but certainly, have loopholes in their working system. All the doctors working at Punjab Civil Medical Services (PCMS) have some or the other issues with the system. It was found out that there has been a long list of pending promotions as the promotions are not being given and are being delayed. According to the norms, the Departmental Promotion Committee (DPC) should hold a meeting every year to give promotions to the deserved ones and follow the procedures but the meeting didn't take place since 2015. Yes, that is 4 years and all the promotions are withheld since then. Moreover, the doctors are resistant to the fact that how come a newly recruited candidate can become their senior. It is mentioned in the rules that if a doctor has served for 3 years then he will become eligible to get promoted to the level of Assistant Professors based on their seniorities.
“Our rights of promotion should be safeguarded and the government should stop the recruitment under direct quota recruitment. A number of doctors have been working for over a period of seven to ten years with a hope to get promoted as Assistant Professors. The government is ignoring and insulting the doctors who are more experienced and have been working for a long time with the state government”, this was the opinion of one of the doctors of PCMS. Services are not bad but the system is making it worse and something should be done about that.
