Import duties are among the first-ever taxes that were levied on the subjects! The major ideology of taxation is the generation of additional revenue for the state and to satisfy the needs of the citizens. Taxes first found their place amid the early provinces of Greece and Rome, here taxes were related to consumption, Inheritance, Land and per head tax which was also called the tributum[i], in these ages middlemen collected the taxes and they were based on the system of barter. Later many other countries introduced the concept of direct taxes into their system of administration such as Italy. Taxes have been a topic of debate since the time they have been introduced; new renaissances have been noteworthy in the taxation floor brought about by different forms of revolutions. The major cause of such revolt and insurrection is taxes being discriminative and arbitrary. While in India Manusmiriti and Arthashastra lay down the themes of early tax, the system was based upon the idea of social welfare and security, these pre-texts suggested that tax rates have to be balanced and they should be based upon the income and expenditure of the native. The modern system of tax; that those better should contribute higher is based upon the practices developed in overages. During the Mughal Empire, there were taxes like Khiraj, Jazia, Zakat, etc; some of which were levied upon Muslims and others on Non-Muslims. history also observed absurd taxes such as the tax on the beard, cooking oil, playing cards, dices, fireplaces, windows, bricks, wallpapers, etc[ii] Tax officially was introduced in India by James Wilson in the year 1860 on account of Sipoy Munity; Income Tax after several amendments and replacements was passed in 19612 and has been amended to have the widest reach. The tax has been a mandatory payment that a citizen is obliged to make towards the government. The most recent development towards taxation is the GST also known as the Goods and services tax, which has provided for a uniform system of taxation across India, it is further divided into Central, state, and Interstate GST, the model was introduced in India in the year 2017 replacing the value-added tax and eliminating the idea of double taxation. The tax slabs are prescribed by the government every annual year in its Union Budget. Taxes are prescribed for both individuals and juristic persons on salary, business, and procession, gains, property, etc. "It was only for the good of his subjects that he collected taxes from them, just as the Sun draws moisture from the Earth to give it back a thousandfold"[iii]
